I think I know where that is. There's a glitched spot above the frozen waterfall fishing 'pool' in Western Coerthas where you can stand on an invisible platform high up in the air. I bet that guy went there, took his turtle mount, and jumped.

I'm not sure what they did. I just saw that pic on another forum and decided to share. It's cute though. I want a flying turtle... :x
