I always used fracture last, in the event of latency I am gauranteed to get the last BB out before pacification and still have a chance at fracture. But then again, I would double up my oGCD pushes and go STR pot > Berserk > and then proceed with the same combo. Why? because heavy swing is a 150 potency and skull sunder is a 200 combo potency and under the influence of Berserk.
