It's just that some aren't outspoken about it (I recall Garuda calling the Ixali her children, for instance).
The only ones that didn't seem to care much about their followers are Leviathan (who outright consumed that one Sahagin priest when he became aether) or Bismarck (who's more of a wild beast that consumes anything almost indiscriminately).

They don't. They care about themselves. Having followers that die from anything that looks at them funny isn't a good thing. Having followers that can conquer and expand their influence, bringing them more fodder for tempering (and thus more power), on the other hand...Even so, they do grant their followers some of their own powers (e.g. tempered weapons and totems from Ifrit or the ability to power up flying ships from Garuda).
If they truly didn't care about them, they wouldn't have even bothered granting some of their..."magnificence", so to speak.
That fact that you can only point to one summoned Primal (ignoring for the moment Ysale and Thordan's self-summoning shenanigans) as an example is sort of the point, actually.
