Just a heads up, part of the UI latency isn't due to just server location; a lot of that latency was programmed into the game IN THE FIRST PLACE to supposedly "slow down" RMTs, hence the reason why the client-server architecture is being overhauled for 2.0. Stupid, stupid, STUPID move for Square to put that in there on launch. A good friend of mine who lives in Japan can confirm that there's plenty of UI latency, even though he lives in Japan with a good broadband provider.
Obviously a majority (if not all) of SE's servers are located in Japan. Seems like the average pingtimes for people in the states are 200-250 ms, which sounds about right for a connection to Japan.
ISP Provider: Oceanic Time Warner Hawaii Roadrunner
OS Spec: Windows 7 Pro 32-bit, Intel i7 965 Extreme Edition @ 4.0 Ghz, GTX 460, 6 GB DDR3 @ 1800 Mhz (PAE Enabled in 32-bit Win7 to achieve this)
Server: Saronia, 202.67.49.98
Ping rate response time: No image for ya, but an average of 177 because I live in Hawaii (physically closer to Japan = fewer hops to their servers). Leatrix Latency Fix was already installed before I started the ping -n 100.
Traceroute seems to show that they're using PACNet/AsiaNetcom as their server provider. Really wish they would implement regional servers to alleviate some of the latency.

There still seem to be problem with the server, anyone else haveing this problem with this server Wutai or any other server?
If you're getting lag spikes/packet loss, you might want to actually report this to the In-game Bugs forum and let the GMs know that something is going on with Wutai. They may be able to forward it to the right network guys to take care of it.

Nice I've been waiting for this the UK best ISP Virgin Media (UK) 50Mbps (speed test image would help lol)
Average = 265ms I was thinking it would go under 200ms. Great job rate up :P
