Uhm, we're not talking about regular 35 durability crafts like aurum regis or adamantite nuggets (I do those in my sleep), but 35 durability 1 Star crafts level 60, like Pterodactyl Leather, Titanium Alloy Ingots, etc.
Tried out your rotation (with a few adjustments, since I had to use Masters Mend a few times or else durability would go 0 and below) and it broke with 1014 craftsmanship, 952 control and 414 CP (only 1 missed hasty touch).

I have to admit, I had completely forgotten about those 4 items (Cassia Block, Titanium Alloy Ingot, Pterodactyl Leather, Cloud Cloth). Those are the only starred items that are 35 Durability. And they are all refined materials for use in other stuff, specifically 1, 2, and 3 star glamour gear (where HQ is not necessary), 3 star combat gear (where HQ'ing the result would be desirable), the Carbonweave crafting/gathering sets (again, HQ desirable), and FC crafting (Cassia block, HQ not needed and probably not desired).

You say it broke? I don't have the mats (nor, given what uses these things have, the desire) to go modify my default 35 Durability rotation to suit these, so how exactly did it break? Insufficient quality (<100%), or insufficient Progress (replace more hasties with CS2)?

Well, maybe I misunderstood, but from what I've read:

Comfort Zone, Inner Quiet, Steady Hand don't cost durability.
4x hasty touch after waste not = 15 durability
    1 Careful Synthesis 2 afterwards = 5 durability
Hasty Touch afterwards = -5 durability (= broke so I assume you should use Master's mend before that. then we're at 25 durability)
    2x Careful Synthesis 2 = 5 durability again
Another Careful Synthesis 2? It breaks, so another Master's mend before that and we're at 25 again.
Manipulation, Steady Hand 2 and we're at 35 again. Another Waste Not and we wasted 10 durability we won't get from Manipulation since we're already maxed out.
    4x Hasty Touch and we're at 15.
Steady Hand, Great Strides and Innovation don't cost durability again.
Byregot's Blessing and we're at 5. Now we can finish it if all went well.

The CP costs are astronomic though. Taking the two Master's Mends in regards we're at 553 or 557 CP costs depending on the class. I barely have 462 CP with a fully melded Ironworks gear and Boulabaisse eaten.

And the math how I came up with the high CP costs (total cp so far in brackets)(CZ X = number of Comfort Zone):
    Comfort Zone 88CP (88) + Inner Quiet 18CP (106) - CZ1 -8CP (98) + Steady Hand 22CP (120) - CZ2 -8CP (112) + Waste Not 56CP (168) - CZ3 -8CP (160) + 4x Hasty Touch - CZ4, CZ5, CZ6, CZ7 -32CP (128) + Careful Synthesis II - CZ8 -8CP (120) + Master's Mend 92CP (212) - CZ9 -8CP (204) + Hasty Touch - CZ10 -8CP (196) + 2x Careful Synthesis + Master's Mend 92CP (288) + Careful Synthesis II + Manipulation 88CP (376) + Steady Hand II 25CP (401) + Waste Not 56CP (457) + 4x Hasty Touch + Steady Hand 22CP (479) + Great Strides 32 CP (511) + Innovation 18CP (529) + Byregot's Blessing 24CP (553) + Careful Synthesis II

And my stats are around 1000 Craftsmanship and around 950 control. Still, I need 5x Careful Synthesis II in total to finish it.

Ah, and I'm trying to HQ it for the Carbon Weave Set. I can HQ it with a completely different rotation but it's exhausting and not fit for macros very well like Rath's rotation for Ironworks Stuff.

Arkfrost, use Manipulation instead of Master's Mend. It saves you 4 CP as long as you know how to use it. Basically, use it when you would a Master's Mend, then drop NOT use a Durability consuming move immediately after.

That said, if it takes you 5 CS2's to do the recipe, something does not seem right. With 995 Craftsmanship (on a non-specialist) I'm getting 144 Progress on an unbuffed CS2 on one of these 1 star recipes. That means it should only take 4 CS2's at this stat level.

Anyway, CZ, IQ, CS2, SH2, WN, HT, HT, CS2, HT will get you down to 5 Durability.
Manipulation, SH2, WN will bring you back up to 25 Durability.
HTx4 will bring you up to 35 then down to 15 Durability. CS2 will bring you down to 5 Durability.
Manipulation, SH2 will bring you back up to 15 Durability. HTx2 will maintain at 15 Durability.
GS, BB, CS2 will complete it.

I count 9 HT's, but this leaves me with less than 10 CP and I started with 430. This does not buff the BB (beyond GS/SH2) nor does it buff any of the CS2's, but at least it does not cost 494, which is what I count up magnanamousCynic's rotation to cost.

All this aside, play around with Rath's on the 2 star. I think you'll find that you do not really need a lot of HQ for the carbonweave stuff. If you can HQ Luminous Fibers with only NQ materials, then the same holds true of any other 2 star recipes. You might consider trying just an Ing2->CS2's rotation and taking the NQ, especially if you have little trouble HQ'ing other 2 star recipes.

My rotation does NOT cost 494. I used http://ffxiv-beta.lokyst.net/#/simulator to make my rotation and it uses 428 CP. Are you forgetting that Comfort Zone's cost of 66 CP, if allowed to use all 10 steps, gives you back 14 CP?

Here's the picture of the rotation in my previous post, showing it can indeed be done with 428 CP (464 - 36 = 428)

EDIT: I looked over my rotation and was able to tweak it slightly. I was able to replace both Master's Mend with Manipulation, move Ingenuity II back slightly to fit a Hasty Touch, and remove Innovation from the rotation to save further CP. I'm not 100% sure if removing Innovation from the rotation to save more CP is a good choice if RNG doesn't favor you.

    New rotation:

It costs a base amount of 405 CP. This means with every 18 extra CP that you have, you can change a Hasty into a Precise Touch or Basic Touch, making the Rotation less RNG-intensive.

If you want a more reliable rotation that includes Innovation, then you'll want to use this one:

this rotation costs 423 CP and has the Innovation as a safety net. It also buffs the last Hasty Touch to min/max a bit.

I counted 508 CP spent. Adding in the 14 CP earned from the one CZ, that brought it down to 494. MM1 costs 92, Manip costs 88, SH2 costs 25, WN costs 56, IQ costs 18, GS costs 32, Ing2 costs 32, BB costs 24, Muscle Memory costs 6 ... CZ costs 66 but returns 80 for a net gain of 14 if all the charges are allowed to expire. HT is, of course, 0 CP.

That's not to say that what I posted was more effective at getting HQ - it likely was not - only that it was more realistic in terms of CP cost. Were you perchance calling those Tricks as a given, and thus reducing the total CP cost by 80? You cannot do that, not when figuring out how doable a rotation is CP-wise.

Edit - upon further reflection, it occurs to me that I DID make a mistake in my math. I counted the 66 CP for CZ, and then the gain of 14, but that was in error. I actually should have counted CZ as a gain of 80 that way. Which brings the 508 down to 428. I apologize for that error. Or, counted the CZ as a gain of 14 rather than a cost of 66 then a gain of 14. Either way, that was an error in calculation on my part.

Arkfrost, here's the rotation I use for 1-star 35 durability. This rotation uses 996 Craft, 955 Control, and 428 CP. for every 18 extra CP you have, you can turn a Hasty Touch into a Basic Touch.

EDIT: Check my post below for better rotations!
