I can see why this would cause some confusion, and the fact that we as a community have to rely on random GM chats to figure out the legality of something so impactful to the game is just terrible.
We need a clear, unequivocal statement from SE regarding this matter. We should NOT have to debate semantics over this.
They should really clarify on this. Also if someone wants to buy a house on PF and there's a pereon willing, is that illegal too? They really should do something about this whole damn mess.
People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
At the end of the day it doesn't matter that some people are trying to interpret what Yoshi said their own convenient way. He made his stance clear, he said it's not allowed to resell the plots and that we should report people doing that. And I'm sure the're passing down instructions to the GMs on that regard now that he finally touched the subject. So let's just do that, report the resellers and see how it goes.

If someone reports it a GM will look into it otherwise I don't think GMs actively check for people selling houses themselves.
But besides that do people really need it that cut and dry? Even the smallest grey area and people will debate it to be in their favor (usually the ones trying to sell)

The woman translating has no knowledge of the game's situation. She's just a translator, not a SE developer. The way she translates doesn't 100% say what Yoshi meant, so we should take it extremely basically. Can't be nitpicking words that didn't come directly from his mouth.
Until we hear an official written translation, it's safer to say he meant no selling/buying of houses from current house owners. Perpetuate your gray zone all you like; he said it was to be reported, and it will be.

So... If you aren't allowed to sell a house, how is my FC supposed to get one? We want one, and are saving up to try and buy a plot. You're telling me we will get banned for wanting to use a feature in the game? It's not our fault there isn't enough to go around.

Only option is to wait, sadly. I understand the frustration, as I've wanted a FC house for nearly two years now, but it's the only way. That's not anyone's fault but SE's for not realizing sooner that something like that would happen. Unfortunately, they decided that filling the need for personal housing was more important for the moment than giving Free Companies new housing...So...
