    1-2 weeks from starting the game, some people will have the necessary story complete and the gil required to buy a small. This will negatively affect them.

    Well I personally think those unbelievably rare (or what you refer to as "some") players shouldn't prevent a potential way to help alleviate one of the problems with housing. Not to say I think the sub rule is a great idea. It's an idea. That's all. I'm sure there are much better ideas to deal with the problem.
