Please fix "Storm Caller"

Is there any problem with this quest? I've waited this quest for 2 hours but there is no quest pop out. I'm waiting around the red circle in a map.

The CT FATE quests? The spawn rate of FATEs depend on how fast the other FATE in the region are complete. So if no one is killing other FATEs, and there is 6 up with 15:00 remaining....you'll have to wait until the first runs the entire 15:00, then it may or may not spawn etc.

I used to complete the FATEs near by this area but there wasn't pop out the quest "The Sotrm Caller" . Did I miss some part? Or Is this continuing FATE?

It's not a 'chain' FATE. It just pops....when it wants too. This is a major area of discussion for players doing the 'Beast Tribe Daily' quests - as they potentially require players to complete 1-4 FATEs daily, each of which may take 2+ hr to appear.
I -think- SE increased the pop rate of CT FATEs a while back? Maybe 2.15? or 2.2? Not sure, but I'm pretty sure they 'fixed it'. My advice? Netflix & Chill.

This is just getting ridiculous. In the last 2 hours, Storm Caller fate has spawned once. I don't really mind that it is a rare fate as I can then just enjoy grinding other fates in the area. My biggest problem is that the fate took less than a minute to complete. One freaking minute. Obviously I couldn't make it in time as I was doing other fates. So now the only way to get this is just waiting in the red cirlce, doing nothing else. This is just boring and stupid.
