People were all excited because they were 100% sure that the wards were empty because people had abandoned their houses but the reality is that people simply don't spend a lot of time there because there is nothing interesting to do in these places. Personally, I kinda wish they hadn't done player housing at all and see it as a waste of dev time and resources. Would be better if all the time spent on housing stuff would be spent on open world content.
A lot of my guild mates & I when I'm crafting, hang at the residential areas. There are material suppliers, repairers, chocobo training, summoning bell, market board, never-ending journey, armouire & grade 6 dark matter sale NPCs that exist there for functionality. It isn't very active in the wards 2-8 on my server though which is why Ward 1's tend to be more desirable, this is nullified of course if active FCs co-exist together in other wards making it more interesting.
