    Do you not know what property taxes are for? I don't know how it is in US, but in Canada (this might be Ontario only), cities cannot collect any tax except property taxes. These taxes are then used to pay for things like roads, plumbing, electrical, etc. Stuff you use, but can't maintain yourself. Shit breaks and they have to fix it unlike in a video game.

    Of course, the province (the Canadian version of a state) also gives money to the cities as well.

    Edit: Bringing in real world economic systems is dumb because we have to deal with the constraints the real world gives us. This is not the case in a video game. Taxes in a video game are usually used as a means of removing money in the game economy rather than a source of income (since devs can just poof things into existence). However even as a gil sink your idea is terrible and would probably drain all the money out or cause people to be so poor no one would buy houses lol.
