    This sort of thing was one of the worst aspects of the housing system in Lord of the Rings Online. You bought your home but then basically had to pay rent on it too. Besides, I doubt this would do anything to discourage the players with a large bankroll. It would really just hurt those on the borderline of house ownership who are lucky enough to get a house as is.
