Fixed that for you. They have run the cash shop for awhile now. They have released an expansion pack. Have you seen anything that implies that the they will be able to provide for the current player base. How long have they been working on this? How many times have they failed to provide a decent system for the players to play in?
Not only that the MANSION, is probably a glorified Free company room. We already know it will not have outside space because they mention they have to fix gardening to make it work. I am sure someone with not much effort could post half a dozen housing fail comments.
They should have to sit in front of a camera and answer questions about the housing system like a corrupt politician. Instead of the fluff they give for live letters. We don't need to see fond memories. We need to see answers and why they have failed so horribly.
Lets not forget also they have promised that stuff at least 6 months roughly.
You're not taking many things into account with that sort of tax. For instance, people who own houses on poorer servers and are currently trying to obtain their Anima Weapon would be unable to pay that sort of tax. The prices for the specialist crafts will break a lot of people. And, while I do understand that it would be a more immersive system that acts more like real life, this is a game in which I personally think the flow of Gil is poorly constructed. It wouldn't really be fair. And who would pay the tax? Would it come out of the FC owner's pocket? Or from the FC chest?
I'm sorry, but this idea wouldn't add anything to the game, and it would only encourage illegal activities.

With the help of my friends I have save my money since BEFORE Heavensward and I got lucky and got a house for us three today and on the plot I want too.
I am also rather annoyed by people who hoard or buy houses and just hold them against people or sell them for outrages prices, but going on about 'punishing' those owners by taxing them or other crazy implementation to get them kicked out as soon as possible for something that's going to instantly get snatched anyways since housing is so in demand is dumb.
And now that I myself own a house, I don't make a lot of gil in general, I have no interest to craft, and I want to return the money back to my friends who helped me, what is going to happen if there's a 1-2 mil tax going around? I get a house for us and then what? Lose it a month later, work my ass, or mooch off my friends who need their money for their own projects to make ends meet? I think that would make me rather sad.
I'm curious, what would you like them to do beyond increasing the amount of houses avalible? My understanding is that the biggest complaint with the housing system is that the demand far outweighs the supply (which is at least a sign that the feature is designed well enough, that so many people want to join in). The answer to this is to increase the supply.

That's not the solution for the problem and I hated it on tibia. People will still paying this tax if that come to exist. The solution it's to add more houses and a Ishgardian house area. We need cheap house for poor players like me. They should do something cheaper like pay 100.000 and own a room on INN that you can customization and call friends too.
I would like to point out that a mansion in Japanese pretty much means small apartment.
