FFXIV has stopped working - Window 8.1

I was playing normally when I got stuck in a black loading screen and had to hard reset and after that I've been unable to play at all.

After that I've been getting 'FFXIV has stopped working' every time after I login and press Play. I can open the launcher and type in my username/password and press play. After that the screen goes black and crashes. I can't go to the title screen.

When I use DirectX 9.0c it crashes
When I use DirectX 11 it stays on the black screen a little longer before crashing
If I turn off antivirus, the screen stays black and nothing loads. When I click to exit the window, the sound of a dialouge box opening plays but the screen remains black

    I've:
    - Restarted my computer
    - Run as administrator
    - Run compatibility mode for Win7
    - Uninstalled/Reinstalled several times
    - Tried turning DEP off but it doesn't let me
    - Finished all OS updates
    - Run launcher from directory
    - Wipe and reinstall Windows 8.1
    - Clean reinstall of FFXIV

Here's my Event Viewer details. It gives two types of errors (because I tried to open the game several times)

Having a very similar issue on my friends computer running windows 10.

Tried everything. Fresh installs of the game, updated all the drivers. No luck.
NO idea if SE gives refunds for gametime, as my friend cant even play the game!
