Because my 'down times' away from the action are when I'm waiting for a fate to spawn, or traveling between areas. Standing around doing nothing waiting for a queue to pop isn't fun and is a complete waste of time, and that's what you end up doing every time you try to do LoV/Chocobo racing.

I could teleport to GS, walk to the LoV area, join a queue, and sit there doing nothing until I get in and repeat that getting nothing in the way of rewards and dealing with pointless downtime standing around in one spot in Gold Saucer not actively interacting with anyon--or I could go do beast man dailies, or daily hunts, or sight seeing logs, or sell things on the MB/adjust prices, or any of the other things I do while DFing my roulettes.

OR, I could just log off and play another game that doesn't require me to sit around in one spot.

And that's why I haven't bothered with Chocobo Racing since it was new (or LoV at all). I'm already playing a game. It's already my downtime. If I'm not doing something fun on the game I have no reason to be here.

Given that, I don't see why asking to be able to queue for the various queuable GS attractions while doing other things--like we do for every other piece of content--is a big deal. I also don't understand why anyone would NOT want that.
