I disagree with you and Rice. While different, I find the weapon as proposed fulfills the same niche as the relic (for me at least). The Artifact weapons are one of the most drawing reasons that I've pre-purchased Legion, and the relic disappointment is one of the biggest reasons that I only log on to FFXIV for raid nights now.
The relic weapons are just another form of end game equipment you can work towards. It's not so much of an evolving weapon if it can be comparable to upgrading your weapon slot with each raiding tier, which the relic honestly feels like to me with the lack of background involvement and the significance of the weapon itself, both as an individual equipment and lore.
