The artifact weapon in Legion is more of a "weapon that levels with you", than an endgame weapon quest. It's similar to bns weapon if you played that. You get it at level 100 and you keep it with your journey to 110. I wouldn't say it's the same context as the relic quest in Ffxiv or legendary quest in wow
