Personally I wouldn't care if they made the raid stuff a higher ilevel than everything else but I also don't see it as a problem that you can get the highest ilevel without challenging content.
The weapon tier's was set up correct in 11 it should be same as it worked, tome weapon, crafted weapon HQ,Relic weapon and HNM weapon (raid equivalent). The HNM was extremely difficult to do unless you had the relic weapon, the content associated with the relic was very hard to do unless you had best crafted weapon etc. After each update the people that got the HNM weapon could skip new tome/crafted/relic although getting next phase of relic would make fight easier. Every weapon in 14 is just starting to step on each others toes.

The only weapon casual players should be able to get without effort is a crafted weapon HQ/ESO aiming towards Hard fights. To help this they should bring back three tiers to primal fights normal(Story)/Hard(Relic quests) and Extreme(Hardcore players).
