Can't buy relic items with Vanu Whitebone

In-game time: Around 7 PM last I tried
Area and coordinates: Sea of Clouds (7, 14)
Steps:
1. Attempt to buy Unidentifiable Shell with 18 vanu whitebone items.
2. None are in inventory, and the item is "untradable", not "unique", but I get the following error message every time I try to buy one:
"Unable to complete transaction. You cannot carry more than one of this untradable item."

3. Upon leaving the zone and returning an hour later I was then able to purchase the item in exchange for the whitebone tokens. Zoning may have been the key to fixing the issue?

I've seen mention of either this exact issue or a very similar one, zoning or relogging appear to be the only fix atm

Hm, I've seen issues with people not being able to get a replica zeta or other problems with the quest, but I haven't seen this specific one. Probably related either way.
