Because if they went into the key items tab, then they wouldn't take up valuable inventory space (8 slots just for this quest), then you wouldn't have a need to buy retainer(s).

And you will not be able to buy them from vendor NPCs before activating the quest and wasting Law tomes and Poetry tomes on something else instead of buying those items in advance.

If I have to choose between them to be key items or buying them outside of the quest to prepare for the next anima the moment the first one passed that step and don't have to waste tomes on something else, I choose the last one.
