They actually just announced on the Live Letter that there will be more housing wards added in 3.2, with an Ishgard neighbourhood sometime after 3.3.

New wards are in 3.3 not 3.2 - public housing sometime after that... so there is probably a minimum of 4-5 months before new wards.

They also mentioned some kind of apartment system which will allow people to get the 'housing' experience without needing a FC room or actual plot. I'm hoping this system is instanced based at least.

They also mentioned that this game would not have a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription. ^^;

My advice is to login on the 25th not expecting a house plot to be open (or already scooped up by others) that way your not disappointed upon logging in.

This. I was checking yesterday to see if any plots were available and discovered that a single FC had claimed not one, not two, but five plots, at least three of which (as far as I can tell) they used alts for. Unless they have some real money-makers in there, I don't even see how they could accomplish such a feat.
