Otherwise could be bad files cached or something. Could try flushing the Internet Explorer cache (inetcpl.cpl from search/run)--while in there check the SSL encryption section on the advanced tab to make sure the TLS options are enabled. Maybe clear the Java cache as well (control panel)--check there for TLS options as well while you are at it.
