i just got level 10 on my chocobo and was so excited, i leveled up and found out i cannot get another barding until level 16?

i can't get my dragoon barding because nobody told me what happens? if i dedicate my time hardcore to leveling my chocobo now to level 16 from 10, i can get that what a year down the road?
