Do PS player need to buy HW on the PSN Store?

what's the site you're buying from? Do they deal in other console games? If it's a site that deals only in PC games, they may just assume people would know that and not need to state it specifically

looking at that page, it mentions that it's not compatible steam, so I'm gonna go on it being a pc copy, since the steam copy forces you to buy heavensward off steam directly

So i dont know if i can buy that and it works..

Yes, there will be a key inside the game case that can be entered on mog station, when they do that, they should receive a code they can input on the psn, using a physical copy though, psn won't read it as having been bought. So long as you buy your friend a key for the playstation 3/4 version (whichever version they have ARR of already), it will be fine. You cannot buy a pc license for a console version, however.

Additional note: From experience, Heavensward needs to be registered (purchased) twice if playing on PS3 and PS4. OP needs to get Heavensward for the correct console or else it's for nothing.
