Where Was Little Red Riding Hood? (Starlight Celebration)

I really enjoyed the Starlight Celebration this year, but the girl who looks like Little Red Riding Hood in the promo picture didn't show up at all in the event itself. Was she removed or was her outfit supposed to be available as a reward or in the Mog Station? I really want to know because I thought it would be centred around her.

I wish it had been, her outfit was so pretty and I loved the art.. And yes - if they had made it a reward it would have been just fine for a guy to wear too, they wouldn't have needed to redesign anything. Who knows anymore why they don't put more effort into making these things special. It would have been nice to see her, even if her outfit was unobtainable, anything to make these events unique.
