First off my idea would involve pushing the burden of re-using old content off the relic onto the roulettes and challenge log. At this point in the patch cycle (3/4's of the way towards the next raid tier) it should begin to be a reset of sorts so people can quickly catch up in time for the raid or get another job fully geared because of a change in roles within their static etc. So increase the weekly top tomestone cap (lower it back down in the next patch with the new round of high end tomes) add more ways to gain them through the roulettes and onto the challenge log, that is where the push to reuse of content should be aimed.

For the quest itself I would of focused more development time into making it enjoyable content.

Step 1 Gerolt has heard rumours of a weapon with ties to your job, his investigations lead him to Azy's la in which he finds a peice of a legendary weapon. Legend tells to withhold its power it was broken a scattered throughout the realm. To find it you must search in La Noscea / Thanalan / The Black Shroud / Coerthas (WH) / Sea of Clouds / Dravania. Like the current anima the parts are found through FATEs, you must find 3 parts in each area, the parts have a low percentage drop chance on all fates, but each person has 3 fates assigned to them (random and Hidden) with a 100% drop, so if you complete every fate in the area you will get what you need. (also lore wise this allows you to fate grind on any job)

Step 2 Gerolt has managed to reforge the weapon but it lacks power, it appears the weapon had it's own soul which was also kept seperately, now the goal is to find a lead on the souls whereabouts, with the newly forged base weapon (i170) Gerolts suggest you look into a dungeon that has ties to your job, here we have our first instance. Each job get's a different dungeon and solo has to run through to the second boss area, the enemies would be level 60 and have ties to the dungeon. When you get to the boss, echo's of previous users of the weapon appear to help you fight, creating a 4 man party. Once you defeat the boss the echos give you a hint as to the where abouts of the soul, the hint is cryptic and you have to figure it out by running old dungeons / trials . Every dungeon / trial you run would unravel the clue (you could just get a lucky guess early on but out of the tons of dungeons and trials the odds would be slim and would most likely be more effective to unravel the clues. each person would also get a random dungeon, and each dungeon would have varying clues so it would be tough to find someone with the same clue / dungeon spread.)

Once you complete the dungeon necessary you unlock the weapons soul [i200].

Step 3

This is where I would completely change things up, after Gerolt fuses the soul to the weapon he states the soul is lacking in power, and guess's someone more in tune with your job would be able to further unlock the potentiol of the weapon [job quests]. Once you have spoken to your job teacher and learnt more about the lore of the weapon you find out it's power is based on the bond with it's user, and through fighting alongside it will gain power. With this we get an exp bar for the weapon, it starts at ilvl 200 and gains exp through all content based on the difficulty, (also get's a weekly first time bonus boost, so running different things is effective) As you level it up you unlock stat points to put as you please and customise it going forward.

At ilvl 205 the bond no longer appears to build, upon investigation you find out it has blocks in place and someone is creating these blocks and then using primals to protect their work. This brings us to a new piece of content, 4 man challenge primals, these would be things like bismark and Ravana but done in a 4 man setup with tweaked mechanics and a skill level that moves based on your parties average ilvl. These types of challenges would appear every update to relic, and sometimes be replaced with a grind as per the current step 3.

This idea I believe is the sort of thing that would be in the interest of all parties and allows for a lot of expansion in the future.
