returning to beast tribes quests

I haven't gone back to do any 2.x Beast tribes because I'm not really interested in relic, so I'm not 100% this is a solution but:

couldn't you avoid the Fate-requirement Beast Tribe quests? Cherry pick non-fate Tribe Quests from the various Ranks of NPC givers?

Or do the higher rank Quests give better Relic Token yields, making that not an option?

The highest rank ones are the only ones that give the relic tokens. So you have to take the 3 available if you want your 3 tokens for the day.
