Papashan won't give my lvl 52 ques after completing all prereqs

I'm currently level 58 on my paladin and I haven't been able to do a job quest since lvl 50. Papashan won't give me the paladin who cried wolf quest which should of been unlocked at lvl 52. I've tried almost everything and nothing seems to work, I really need help with this. I tried to put it off for a bit because I thought I might of been behind in main storlyline quests, but that is not the case. it would also be nice to have my new heal and the 10% hp shield.This is my second forum post so I apologize if it's in the wrong place.

The quest chain starts in Uldah at the royal place at 50, you do a few things there, and then around 52 it's dumped just OUTSIDE Uldah in Central Thanalan at Papashan. If there's not a quest available for you as a paladin in Uldah, in Central Thanalan, or in Coerthas Western Highlands (which is where the quest chain ends up, and most quests come from here) then you may already have it in your log somewhere.

I'd wager it's sitting in Central Thanalan or the Steps of Thal half of Uldah though.

Whereabouts exactly are you up to in the main story? You say you're behind in the main storyline but where exactly are you up to in the story specifically? Have you completed the 2.55 story and are now onto Heavensward? Because this page states the new PLD Job quests (and by extension, the new Job quests for other Jobs as well), specifically requires the final 2.55 main story quest Before the Dawn to be completed. If you've been trying to skip the story then I'm afraid you'll have to go back and get up to date in it first before being able to get the new Job quests.
