And yes, I named several different steps for the 2.x relic, and all of those are present at the start of the 3.15 relic. However, it took more than one patch for the old relic to match the Binding Coil weapon, and the 3.15 relic is doing it at its default state, so we're talking about a condensed version of three stages of the old relic.
