Can't create Character on some Worlds

As title says, i am unable to create Characters on some Worlds. I would like to create a Character on Phoenix but it is faded out like some other worlds. Refreshing doesn't help. Everything stays the same. I looked for character creation restriction but Loadstones says everything should be possible for EU datacenter.

If a server's greyed out, it means it's full - no new characters can be rolled until the online population drops. The Lodestone data only updates every 4-5 hours, the information in-game is the most recent. In addition, the list updated three minutes after you posted this and Phoenix is now listed as restricted. Speaking as a Balmung veteran, if you're trying to get on a popular server 3-6am server time is your best bet but you may have to pay for a transfer if the server stays full.
