They need a reason for people to do fates in 3.0 zones. They've been dead for a while, and even when they were popular (after the first xp buff) it was only churning mists and hinterlands on my server. Now even those don't happen. If you want to level a dps class, your only option is to wait in the dungeon dps queue.

There also seem to be relic phases that require running crystal tower and alexander normal, judging from the new items. As usual, relic quest is all about repopulating content that has started to become vacant, so players not on the relic quest can find party members for that content.

Patch notes indicate new items that are themed to each of the 3.0 zones with fates in them. What else would they be?

It don't even say that those are from FATEs, only from battles

That could mean some instance battle, a chest battle, a LEVE, a Fate, anything....

I'll be very (pleasantly) surprised if it's not atma.

Seeing as no one runs fates in a majority of those zones anymore, and the goal of relic quests is to boost participation in various game systems that are underutilized so that new/ leveling players have an easier time finding a group... pretty sure it's going to be fates.
