The BG interview suggests DX11 support may not be there at 2.0 launch but will be added in a subsequent patch.

Yes, the dx11 is confirmed to be added eventually.
And they're unlikely to change the character models and textures to a greater extent. I know how they worded it; That your character might not look like it did when you first picked it. But it's that to an extent along with the fact that they're releasing new playable models. They already mentioned ages ago that they were gonna let you pick a new character once they introduced male mithra, fem. roegadyn etc.
