can fish in sea of clouds hw area

leveling up my fisherman and trying to do lv 54 leves in sea of clouds but cant as the area wont let me fish. why cant i fish?

That's the one you need to do

Yes. As stated, you have to finish a certain level of the fisher questline before you will have the trait required to fish within the Sea of Clouds.....
