That was part of the Hildibrand quest line though which seemed to exist in a kind of narrative bubble, where certain liberties were taken with the story simply to make things more fun - after all, if summoning a Primal really was as simple as Gilgamesh made it out to be, by simply having a strong enough will and a box of crystals, wouldn't Eorzea be filled with aetheric monstrosities going around terrorizing the countryside? No, my namesake's summoning was... just a handwave in order to quickly introduce Enkidu into the game so he and Gil could be beaten up again for laughs, and was not indicative of how Primals really are birthed.
It's the Ascians who hold the secret to summoning which they reveal to certain individuals in times of distress (the beastmen, refugees, the dragons, even), but once they plant that initial seed...Ishgard's archbishop

I think what is of much greater concern is.. what IS listening to the Lambs and giving them power?
My bet, Diablos.
The Lambs screwing around at Amdapor Keep busted the seal on The Lost City (Btw, how is it a "Lost City" when everyone knew where it was?) and this lead us to go in and end up freeing Diablos from his seal. Which he now intends to do the same on the voidsent queen, Schathac.
Fernidad aka Discount Kefka is just a higher class voidsent that slipped through the rift that The Lambs opened in the Keep along with everything all the other voidsent that came through.
