...One last question though, do I only need to click the placard and then purchase with gil alone in order to purchase it? or is anything else needed? Sorry, I've never purchased a house on this game before, only many others....

Click the placard, select buy (if you are a FC master it will ask you buy for yourself or FC) then confirm [Y/N], and then immediately goto one of the below results:
1. bought it successfully
2. not enough gil
3. you cannot buy it bcoz you(FC) already have a plot (depends on you select buying for yourself or FC)

Other members of the FC can purchase land/house for the FC as long as the FC master has given them the permissions in the rank settings.

Well I have calculated from the end of the maintenance of Patch 3.1 (Nov. 10, 08:00 GMT).
So putting in the 45 days and the total maintenence from then till now (25 hours), would it approximately be:

Dec. 26, 09:00 (AM) GMT.
Dec. 26, 01:00 (AM) PST.
Dec. 26, 04:00 (AM) EST.

I could be wrong, but this is my guess. ;-)

But it would probably be Dec. 25, from around 12:00 (PM) till 06:00 (PM) GMT, according to the different emails I have seen.
