I've never played a game whose official forums restricted posts to only 1000 characters. I do not find this limitation meaningful in its apparent objective or useful to the userbase on average. If you are long-winded or have a lot to say about a topic, the posting limitation just makes it where you have to make several posts to get your point across. This is a pointless amount of hoops for users to jump through to simply be able to post their comments on a topic. Because it can simply be circumvented by making another post, the limitation fails by definition and is simply an annoyance to users.

The forums should be encouraging well-thought out discussion, not discouraging it. Sometimes it is not possible to make a driving, comprehensive point on a topic in only 1000 characters. If I wanted to be extremely terse about a topic, I'd go talk about it on Twitter.
