Personally I like grinding levels, I'm not a fan of waiting on fates or que times. I like killing out on the open world, and the changes also would be places with crafting levels and bathing levels.
It's a pain in the re to keep going back and forth when doing crafting levels, same fir bathing levels. and slightly same for combat levels.
I rather repeat said levels till I out lvl that levels then move on. RTM, and power leveling are weak reasons not to remove the allowance since rmt and Pl barely even do levels. RTM spam dungeons and shards to sell coin etch.
This suggestion is geared more to crafting/gathering not just combat. As a player who can play a long time everyday I burn through my levels faster then they replenish.
And alot of levels are pretty funny, and for me give me something to do outside of spamming dungeons/ fates. Plus who cares if groups of 8 spam levels, least the game would look food.
Not even asking for abyssea afk spam, just stuff to do. This would help me get gathering and crafting jobs up fairly fast and fun.
Also this will help fresh players earn chocobo faster if leves didn't have a currency tied to them they could do company levels and get chocobo w/o too much resistance since most ppl are in hw doing fates in costa can be a bit hard, and not everyone wants to gather/craft so that leaves out provision trading and doing that challenge log.
And the 9repeat thing is an option not something u have to do, and its more benefits gathering then anything as doing all combat leves it best to do all the leves where gathering its best to do the evaluations. And crafting already has this so same as normal.
I think giving players more freedom of choice is better, not everyone follows the "optimal" path, and having the game be less restrictive and linear is a good thing.
