Tempered will is fine as it is. Just needs a shorter cooldown so it can actually be used on a regular basis instead of once a fight.

Cover...cover should be a toggle that eats MP while it's up. It should also cover magic damage. Because yes, i get what they intended originally. I know none of you do so i'll explain.

Think of a boss that mixes physical and magical attacks. What happens when you use cover? You take roughly half the damage of the main tank. You can survive that, easy. Especially if you use CDs for the duration.

But there aren't many bosses like that. Most of them are exclusively physical, in which case Cover is an incredibly powerful CD that serves as a hallowed ground for the MT, or magical, in which case cover is utterly worthless. And in cases where you're supposed to cover a healer or dps, you're able to snap hate from the enemy before you're even in range to cover so that's kind of pointless. It just doesn't work in its current implementation.

To be honest, mixed magical and physical damage attacks taken is in some cases where cover has the most unique benefits, in that it essentially doubles "tank" eHP between the two of you. DRK pops Shadowskin & DA-DM and you pop Sentinel & Rampart with Cover. The health of each tank effectively drops at 20-25%, compared to 40-50%. It changes nothing in healing efficiency, but it does help lenience. The speeds that would be necessary to keep the single tank alive in situations where Cover could act as a CD of it's own would also likely overheal him frequently. At half the damage taken rate, added control can reduce that. Also, gotta love Cure III and doubled HoTs across the 'tank(s)'.

In a purely physical situation it simply switches the target. You get more out of your mitigation (what portion of it counts; no use for HG), but I can't honestly say Cover's value is decreased just because it's not pure physical, as long as the transferred damage rate is similarly high.

Oh it changes everything in healing efficiency. You don't need to heal the paladin, as soon as cover ends he stops taking damage. Especially now with clemency.

It was particularly great in the later days of Titan Ex where dps was fast enough that you could cover the main tank for every third mountain buster and avoid swaps entirely. But you needed those jumps to buy you time for it to recover.

An example would be the second boss in The Vault, when he targets and stuns a member, then jumps to the for hard hit. I use Cover here if the Healer is targeted.

At least it works better than it does in FFXI, because there, you actually have to be standing in front of the person you're covering for it to function properly.
