This is nothing more than alarmist nonsense. Behemoth is not dying, the game is not dying, players are spread out.
Quite apart from anything else, if you need any evidence that Behemoth is far from dying, how about the fact that character creation on it is regularly *locked*? That doesn't happen on dying servers.
As for why players are sparse in the lower level HW areas, there are several factors, players are spread throughout the content, not much reason currently to revisit those areas. HW zones are far larger than ARR zones.
Those at end-game play end game and do not visit other areas very often. At the moment there is not a lot of incentive for players to revisit the lower level areas, and besides they're too busy farming end-game or whining about casuals getting gear in Diadem - which they too are farming. The new relic may bring reasons to revisit these locations.
Heavensward areas are vast compared to ARR zones. The same number of players in a HW zone vs an ARR zone will look very different.

Behemoth has always been quietest in the late night/early morning hours EST/CST, which is unfortunately when I tend to play, so it's NOT a new thing for the server to be quieter at that time of the day. I just realized the op is talking about 11:30pm EST on *Sunday* night. Sunday nights are always going to be bad because people generally will log off earlier because, Monday...
Define "mass exodus" please. When people talk like this they are frequently overestimating and overstating actual fact.
I've been finding Uldah, Gridania and Limsa are all bustling pretty well. Still decent numbers of new players sneaking on between character creation lockouts, Uldah in particular sees quite a few new players.

The new Anima weapon will almost certainly bring some life back to these areas, so will leveling Alts.
