The average person who bought FO4 definitely won't be spending hundreds of hours on it (you could check the statistics on Steam Spy I believe), I'm only 70 hours in and have finished the game twice, got all the unique weapons and armour, built several settlements, finished the majority of sidequests (at least the ones listed online, which I would assume is all of them) and messed around with mods. It isn't as jam packed as say, The Witcher 3 really. I guess if you really love settlement building, but otherwise, the population loss doesn't have much to do with FO4 at this point.
