Out of curiosity, what time zone are you in? 11:30pm isn't exactly peak time even in EST.

The population decrease is also because there are STILL people playing Fallout 4. We finally had someone return this morning because she's done with F4 finally.
I don't expect a big population boom again til after Christmas, when we'll get a new wave of newbies and a lot of folks who finally beat F4 over the break.
The average person who bought FO4 definitely won't be spending hundreds of hours on it (you could check the statistics on Steam Spy I believe), I'm only 70 hours in and have finished the game twice, got all the unique weapons and armour, built several settlements, finished the majority of sidequests (at least the ones listed online, which I would assume is all of them) and messed around with mods. It isn't as jam packed as say, The Witcher 3 really. I guess if you really love settlement building, but otherwise, the population loss doesn't have much to do with FO4 at this point. The population decrease is also because there are STILL people playing Fallout 4. Starting 3.0 areas are just like 2.0 starting areas; what reason do you have to keep coming back to them if you're already doing end game stuff?
Fallout scored like a 5.4 for PC on metacritic user review. Don't get what all the fuss is about.
As Colorful mentioned, it has a build/settlement mode. The friend who returned to XIV yesterday was hugely into Minecraft for a long time, so she went a little crazy and Built All The Things.
This has been a concern for me, lately. I don't have many class/jobs pass level 20, just one level 60 for end game. My problem I have is that I don't enjoy the early-mid level content anymore, it's lonely and boring after 10-20 minutes. Dungeons are good for short play sessions when I have little time, but when I do have more time I want to do stuff in the open world that feels rewarding. I always look forward to patch days to try out the new stuff, but once I have done it a few times, I can't find anything else fun to do. I have little experienced when it comes to end game content in MMOs but I feel that it is lacking a bit of depth in this game. FATEs are boring at most levels. For me, this is because it's unsociable and too repeatitive. Might be an idea to add more random events that requires players to think about what they are doing, but I'm sure we know what would make us play more.
The open world is pretty much dead in 3.0 areas. Most people do lvling roulette and dungeons to lvl up and they usually hang out in limsa or in idyllshire. I only go to 3.0 areas to fly around while listening to some relaxing music.
Honestly, Behemoth's PF has never really been that full over the last 6 months - even shorty after HW launch at prime time you would be lucky to find 10 entries...some of which were just advertisements for selling items or people looking for statics.
Log ins are probably down on all North American data centers if Balmung is any guide. Hell we have even had a few random times when character creation was up and it wasn't after maintenance or any down time. The game has a lot of players frustrated from 3.0 content. That is probably lowering player base overall.
Having players move around in current content is hampered by. Leves are even worse then ever. Fates only seem to work in three HW zones. Casual crafting was stabbed in the back by new game designs. Hunts were tweaked but never improved on and all they did to get people to do it was throw stuff at it instead of reworking(improving) the system. Half a year in they have only been able to add one daily quest hub and it only has 3 quests that can mostly be done and gone in 5 mins.
