You'd be cutting off people from the actual story that just don't raid. I'm one of those people. What's supposed to happen? Nidhogg is mentioned in every part of the Main Quest, but it never gets resolved because he's a raid?

Edit: Bahamut was a different story, and so was the Crystal Tower, as they had nothing to do with the main story at hand. Nidhogg is kind of more important.
