Was also going to reply that it most likely is taking the definition of to rend judgement. Judging those not worthy by damaging them, judging those who are worthy by healing them. I am not sure of any other interpretation other that the ones you posted, so this could turn out to be slightly more tenuous than the original topic.
EDIT: Assize could also be a reference to the judicial trial by combat/ordeal, which in Britain began to be phases out by one of the more well known assizes, the Assize of Clarendon.
