I don't think you quite grasp what an expansion is. It's not about catching up, it's not about gearing up (though it is about new gear), it's about expanding the game. Hence the name, expansion. If all it was was to give people more means of leveling and gearing up it wouldn't be called an expansion. It'd be called a version update. That's what the numbered patches are all about, version updates. And Square does all this already so there's nothing to solve for. And the average player who's been with the game long enough to know there's a party to gear up for had already been ready for the party for weeks. Months even for some. They were ready well before the expansion launched. Those who are late, though, have one heck of a treat as every quest they've been doing has all been leveling them for Heavensward. One of our company members hasn't even reached Leviathan yet and is already halfway to 60.
