Not necessarily, when smaller servers happen to have the same amount of houses as larger server (who thought that made sense?) then it's a situation where plots are empty on smaller servers but full on larger servers. Before someone says "Then move servers, your fault for going to a populated server.", sure, mind setting up an Oceanic datacentre for me?
