recast timers are wrong

reast timers for skills are wrong, description says something else than timer on bar.
skill cant be used sometime, even if its without timer for a while.

have the same problem forexsample whean i use rageing strike the cooldown timer starts at 17 seconds ferocity starts at 44second rater then 60 seconds this makes it very hard to plan ahead

1.rageing strikes timer starts at 17 seconds after i use the skill(it suposed to have 30second cooldown)
2.Ferocity starts at 44seconds after i use the skill (its 60second cooldown)
3.bloodbath starts:40seconds (50second cooldown)
3.if i try to use "rageing strikes II" after it says its ready in my UI i get this message "Raging Strike II cannot be used now.
