Yeah. Such Potions are probably far safer, more potent but also probably a lot more expensive and hard to get, particularly considering the materials.
For example, during the 50+ ALC quests your commissioned to make a Draconic Potion of Strength to test to see if such alchemy could bolster the strength of a Lalafel sufficiently to perform a feat of lifting otherwise impossible for that Lalafel to do. The quest gave me the impression that even in Revenant's Toll such potions aren't used frequently.
Infact you could take it further and have the head canon that the CD on potions is representing it not being safe to take higher dosages of the potion in such a short amount of time.

I'm pretty sure a very early quest states just that; you can't take any potion soon after another or it has some really detrimental effect on you.
