What is "Pluto" and why don't we have access to it?

Yes, that Roegadyn in the PUG questline uses it through a pipe and becomes ripped with power when you fight him. I don't think it's some type of steroid, per se, but something that you smoke. I could be wrong, though.

Pluto is the largest known dwarf-planet in our solar system, and we don't have access because it takes 10 years to get anything there. Personally I prefer Haumea and Makemake.

but for real is Pluto really a planet??? whats a planet????? isn't that liek one of those big space rock things with bunnys on it?? how'd he fit that in a pipe???? Im so confused.......
