My friend and I figured it out. The description is either wrong or it is bugged.
Prime Conditioning gives you a 10% boost to heal effects that your character casts.
In other words I have to have Prime Conditioning equipped to heal myself and others for 10% more.
Having it equipped no longer increases incoming heals from others.

2. friend casts cure 3 on me - heals for 850ish

Well then that ability is totally useless for pug then isnt it? Why give it to pug?
That makes no sense at all.
Clearly the ability was meant to allow you to get more Hp when being cured as well.
I think the Second Wind I & II factor.
Don't know how much HP a pugilist gets when a Lancer's Speed Surge/Life Surge is in session.
Or if using Bloodbath w/ Axemanship on a heavy hitting attack.
Agreed that +healing receive would be better overall (since it affects all of the above and other casters healing you).
