To increase your DPS yes wait for each proc and start casting after
Otherwise on basic pve spam dire and use to bonus cast when available

Don't do this ^^

Think of it this way, the chances of you proccing firestarter twice in a row is quite unlikely, so it's more beneficial to your DPS to cast a fire 1 and then use your proc than it is to fish for procs or worry about procs that in all likelihood would not have occurred. Follow your ABCs (Always Be Casting)
