You wanna know an easy way to get blacklisted for being annoying? Shouting FC advertisements. Run things with new people and network. That'll get you players who might actually stay and be interested in the group long-term.

I blacklist people who shout for paid clear parties for being annoying. I've never once blacklisted someone for shouting for their FC recruitment, even ones in German when I know approximately five whole words in German......
Another suggestion that helped me immensely when I was running a League on DCUO is a website listing rules, requirements, and our all important schedule of events for members. We also used a Facebook page just for laughs to share any funny memes or pics or interesting articles we come across.
I hate the ones that advertise house space for 10mil more then the house, Chances are he just gonna run and dash lol
To expand on this. FCs will a trial period offer keep better quality members. Most people appreciate feeling you take their time seriously and won't just invite anyone, even if you are advertising in shout. That said, limit your adverts to infrequent intervals over a week. Whenever I see the same FC in the chat box multiple times a day, I ignore them on instinct. Like others have suggested, you need some sort of catch. Humour is a great hook if you keep your shouts limited.Another suggestion that helped me immensely when I was running a League on DCUO is a website listing rules, requirements, and our all important schedule of events for members. I've blacklisted a couple of people for repeatedly spamming FC advertisements over multiple zones.
Seriously, if it pops up every 5-10 minutes it gets annoying as hell after awhile.
Here's a counterpoint. Free companies speaking something else than English would have quite a hard time recruiting without the use of shout, especially in the case of small languages. My language, for example, has less native speakers than NYC has residents. Chatting up sproutlings would be a terribly inefficient way to find the right people. Shouting on the other hand works well. It's better for the new player as well because they don't have to network for 6 months before finding a free company to chat with in their first language.

It's better for the new player as well since new players do not have party finder unlocked to see an FC advertisement if one is posted; otherwise, you would have to /tell every new player you see. Here's a counterpoint. That and that so much so!I'm gonna be as blunt as possible with you. It's the fact that the message is boring. Everyone uses it. Nothing in it stands out or makes your FC seem anymore different then another.
Things you should include in my opinion are: Mention if your Airships have Diadem Hardmode unlocked. And add that your LGTB friendly. This is highly attractive to people to see even though most FCs are anyway. Also say "Casual/Hardcore/Roleplay" if your any of those. Another thing that will grab certain players attention is if your message has a hook. A jingle or funny message. Also there's nothing wrong with shouting. Some people will tell you they don't do it because they don't like it, but truth be told, it does work; and those who don't like it are usually the ones perfectly happy in their current FC. They of course arn't your target. (just remember haters are gonna hate there. Just don't spam it. Like, shout in the zone once every 10-15mins or so). Contrary to popular belief; shouting is actually a good way to make your FC known. People may not join right away, but they may consider your FC eventually. I also suggest making a PF ad to advertise as well.
Now in regards to shouting, I don't mind seeing it. Especially if it was something quirky, different. Something that catches your eye. Rather than the 1000 other shouts that look all the same, quite frankly I could care less about your crafting tables, your size of home, how many members you have and how many Lvl 60's you have.
While having a good group of Lvl 60's is good don't get me wrong, when your a new player I'd prefer other new players to team up with to do the content with, especially if you are a DPS. I won't show example post because I'm rubbish with words lol but I hope you get my drift.
Also one extra thing I'd like to mention, do not. DO NOT send random invites to random people, I hate that when it happens to me. It shows you don't really care, your just trying to get more numbers.
If your going to do something like that, speak to the person first. Send them some tells, ask them if they might be interested etc.
Also another thing you could try is posting a FC add on the forums here within your world, to be honest the last couple of FC's I've joined were through the forums as you can get a better idea of the people who are in the FC at times.
